No, MySql is open source, so it's free.

If your not familiar with SQL it might be trickier for you. If you need help, let me know, or maybe I will throw a walk through to help. There is a lot of ways to play with the data depending on how you connect to your SQL server.

Substitute the server for the S1. Also, this is a MySQL backup file. You can play with it to import it into other database systems, but it imports the easiest into MySQL.
